The compound also has to be safe for environment. The amount of the compound has to be sufficient to make the mixture inedible for animals. The compound has to be added in a manner that the mixture is mixed with the compound homogeneously in all of its parts and the content of the compound can easily be detected either by the user or inspector.
Until the producer of organic fertilizers and soil improvers does not mix the product with the compound which makes the mixture inedible for animals, the organic fertilizers and soil improvers are allowed to place on the market only in following conditions:
organic fertilizers and soil improvers are in ready-to-sell packages of not more than 50 kg in weight and are meant for final consumer who does not keep farmed animals;
organic fertilizers and soil improvers are in big bags of not more than 1 000 kg in weight and are meant for consumer who does not keep farmed animals and if it is assessed that the mixture is not used on the land which farmed animals have access.
Disposal of animal by-products in remote areas
According to the article 19 (b) of the regulation (EC) No 1069/2009 of the European Parliament and of the council, the competent authority may by way of derogation authorise the disposal of animal by-products by burning or burial or by other means which prevent the transmission of risks to public and animal health in the areas authorised as remote areas.
Remote area could only be such kind of area, where the population of farmed animal (cattle, goat, sheep, pigs) is low and the dispatch of animal by-products from the area is considerably difficult. Therefore the health risk from disposal animal by-products on the site is substantially lower compared with the risk from long-term period of collection and storage and therefore the disposal animal by-products on-site is justified.
In Estonia the competent authority could authorise only islands as remote areas.
Applying for the status of remote area, the application needs to submit to Agriculture and Food Board by the person/establishment organizing the disposal of animal by-products in the area.
Because of the significant affect to the environment by the on-site bury or burn (air pollution, groundwater) the disposal must be in accordance with the environmental requirements. Therefore in addition the approval by the environmental board for the planned activities is required.
In compliance with submitted application, documents and results of the on the site control, Agriculture and Food Board authorises the area as remote area.
After authorisation it is allowed to dispose animal by-products on the site according to the applied conditions. Still it is not allowed to dispose on the site by-products of animals suspected of being infected by TSE or in which the present of TSE has been officially confirmed or by-products of animals killed in the context of TSE eradication measures. Ruminants requiring TSE testing are not allowed to dispose before tested with negative result. Until disposal these by-products need to be storaged in proper conditions (in identified and leak-proof containers).
Authorised remote areas in Estonia:
Hiiumaa island and all other islands in Hiiu County (authorized by AFB in 14th of June, 2012)
Kihnu island (authorized by AFB in 6th of July, 2016)
