Application of plant protection products

The registration of plant protection products is carried out on the basis of Regulation (EC)1107/2009 of the European Parliament and of the Council. A plant protection product that has passed the market approval process is added to the register of plant protection products

The applications for first authorization of PPPs, mutual recognition and emergency situations in plant protection can be managed through the PPPAMS. All details and information about the PPPAMS and the access to the data base are available at the Commission's web page, following this link: PPPAMS.

Changes to registered products (can be submitted by the authorization holder, i.e. the product owner, or a person authorized by the authorization holder)- for changes to already registered products a free-form signed cover letter can be sent. Other changes include: extensions of the authorization period; addition and change of packaging on the register and label; changes of addresses on the register and label; etc. If users or distributors are interested in making any changes to a registered product, they need to contact the authorization holder, i.e. the product owner, whose name and contact information can be found in the register.

Register of Plant Protection Products (since 01.12.2017)

REGULATION (EC) No 1107/2009 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 21 October 2009 concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EC;

Regulation (EC) No 396/2005 of the European Parliament and of the Council of 23 February 2005 on maximum residue levels of pesticides in or on food and feed of plant and animal origin and amending Council Directive 91/414/EEC;

Commission Regulation (EU) No 547/2011 of 8 June 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards labelling requirements for plant protection products;

Commission Regulation (EU) No 546/2011 of 10 June 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards uniform principles for evaluation and authorisation of plant protection products;

Commission Regulation (EU) No 284/2013 of 1 March 2013 setting out the data requirements for plant protection products, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market;

Commission Regulation (EU) No 283/2013 of 1 March 2013 setting out the data requirements for active substances, in accordance with Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market;

Commission Implementing Regulation (EU) No 540/2011 of 25 May 2011 implementing Regulation (EC) No 1107/2009 of the European Parliament and of the Council as regards the list of approved active substances;

The State Fee Act § 26117 Placing of Plant Protection Product on the Market

(1)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council concerning the placing of plant protection products on the market and repealing Council Directives 79/117/EEC and 91/414/EEC: Article 33 - application for authorisation of plant protection product

1) for placing on the market in Estonia - 1560 EUR (Estonia cRMS);
2) for placing on the market in Estonia and in another Member State – 8240 EUR. (Estonia zRMS)
(2)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Article 40 – application for mutual recognition of authorisation – 915 EUR.
(3)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Article 43 – application for renewal of authorisation (Estonia zRMS and Estonia cRMS – 1650 EUR.
(4)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Article 30 – application for provisional authorisation – 1560 EUR.
(5)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Article 47 - application for authorisation of low-risk plant protection products – 1560 EUR.
(6)    Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Article 52 – application for parallel trade permit– 185 EUR.
(7)     Regulation (EC) No 1107/2009 of the European Parliament and of the Council: Articles 30, 33, 40, 45, 47, 52 – for amendment of an authorisation at the request of the authorisation holder – 150 EUR.

The state fee have to be transferred to the account of Ministry of Finance of the Republic of Estonia and it is necessary to indicate to all the payment details referred below:

Plant protection products (PPPs) which are sold and used in Estonia must be labelled according to regulation (EC) No 1272/2008 on classification, labelling and packaging (CLP) of substances and mixtures and Commission regulation (EU) No 547/2011.

Companies manufacturing or selling plant protection products are responsible for labelling them correctly. The information shown on the label must provide information on what risks use of the products poses and mitigate the unnecessary or harmful exposure. Constructing clear and understandable labels, the manufacturers and sellers of plant protection products can assist farmers and other users in reducing the risks in handling.
