Alcoholic beverages

All business operators handling alcoholic beverages  shall submit a notice of economic activity to Agriculture and Food Board.

A notice of economic activities shall be submitted also to the register of economic activities.
Retail sale of alcoholic beverage by e-commerce is permitted only through shops or catering establishments belonging to an undertaking specified in the information in the register of economic activities.

Alcoholic beverages must be entered to the state register of alcohol.
The following shall be submitted to Agriculture and Food Board together with the corresponding application:
•    report of analysis, issued by the approved laboratory;
•    samples or colour photos of labels used on the consumer packaging of the alcoholic beverage;
•    the original copy of the customs declaration concerning the import of the product sample accepted by the customs authorities – in case of imported alcoholic beverages;
•    the accompanying document provided by § 45 of the Alcohol, Tobacco, Fuel and Electricity Excise Duty Act – in case of alcohol from EU;
•    written permission of the producer of the alcoholic beverage to specify or improve in any other manner the labeling on the consumer packaging of the alcoholic beverage provided by the producer – for alcoholic beverages in consumer packaging with additional labeling;
•    in the case of wine products, accompanying documents established by commission regulation 2018/273 may be submitted instead of the report of analysis.

The application can be submitted
•    in the self-service environment of the alcohol register. By default, a member of the company's management board has access to the self-service environment, who can also authorize other employees of the company to use the register.
•    on paper. Paper applications are accepted on working days from 8.00 to 16.30 Väike-Paala 3, Tallinn. To hand over the application, please make an appointment in advance.

A state fee of 10 € shall be paid for the review of an application for entry of alcohol in the register.
An entry in the register of alcohol is valid for a period of five years.
A state fee of 4 € shall be paid for the review of an application for the extension of the period of validity of a register entry.
